Setting: The fictional Duchy of Grand Fenwick nestled in the Alps and New York City/Columbia University

Summary:  When the tiny Alpine country of Grand Fenwick faces total economic ruin, the 22-year-old sovereign, Duchess Gloriana XII, learns that nations defeated by the United States routinely receive massive financial rehabilitation packages. She decides Grand Fenwick should declare war, surrender immediately, and let the U.S. rebuild their economy. Reluctant military leader Tully Bascomb and a tiny force of men arrive in New York during an air-raid drill and a student protest in New York and are completely unnoticed. Through bizarre flukes and empty streets, Tully's men capture a top-secret scientist and his dangerous experiment inadvertently finding themselves holding the most powerful weapon on Earth and acting as the world's newest superpower, leading to hilarious diplomatic panic.
